Land Use Planning & Regulations

Not all land is safe for habitation. Land use planning is the process of deciding what activity should happen where, to minimize disaster risk.

Key Strategies:

1. Hazard Zonation Mapping:

  • Dividing land into zones based on risk (High, Medium, Low).
  • Example: Coastal Regulation Zone (CRZ) rules prevent hotels from being built right next to the sea.

2. Zoning Regulations:

  • Prohibition: "No construction allowed here" (e.g., Flood plains).
  • Restriction: "Only light structures allowed" (e.g., Earthquake zones).
  • Regulation: "Must follow specific codes" (e.g., Fire safety in high-rise buildings).

3. Master Plans:

  • City blueprints that must incorporate disaster risk assessments.
  • Ensuring open spaces (parks) are available for assembly during emergencies.

Why is it important? Unplanned urbanization (building on wetlands or steep slopes) is the #1 cause of urban floods and landslides. Proper planning prevents new risks from being created.
