Structural vs. Non-Structural Mitigation

Mitigation involves measures to reduce the impact of disasters. It is divided into two types:

1. Structural Mitigation (Engineered Solutions) Physical construction to reduce or avoid possible impacts of hazards.

  • Dams & Levees: To control floodwaters.
  • Retaining Walls: To prevent landslides.
  • Retrofitting: Strengthening existing weak buildings (e.g., Jacketing columns).
  • Cyclone Shelters: Concrete bunkers for community safety.
  • Mangrove Plantation: Bio-shields to reduce tsunami/cyclone impact.

2. Non-Structural Mitigation (Soft Solutions) Policies, awareness, and knowledge-based measures.

  • Legislation: DM Act, Building Bye-laws.
  • Land Use Planning: Zoning regulations.
  • Education & Training: School safety programs, mock drills.
  • Insurance: Transferring financial risk.
  • Early Warning Systems: Information dissemination.

Key Difference: Structural measures resist the hazard. Non-structural measures adapt to the hazard.
